Creates the State Office of the Utility Consumer Advocate within the public service law to represent the interests of residential utility customers in New York

The Utility Consumer Advocate would be appointed by the governor to a six-year term with senate confirmation, and can only be removed for permanent disability, malfeasance, felony, or conduct involving moral turpitude

Grants the office power to initiate, intervene in, or participate in proceedings before the Public Service Commission, federal regulatory agencies (FERC, FCC), and state and federal courts on matters affecting residential customers including rate changes, service conditions, and policy decisions

Authorizes the office to request information, records, and cooperation from state and local authorities, and to enter cooperative agreements with other government offices

Requires annual reports beginning July 1, 2026 detailing proceedings participated in, estimated savings to residential consumers, and policy recommendations for statutory amendments
