Adds a new form of unlawful surveillance in the second degree for trespassing onto property and observing another person for sexual arousal or gratification when the victim is inside a dwelling, not in plain view, and has a reasonable expectation of privacy

Expands unlawful surveillance in the first degree to include cases where the offender has a prior conviction for a sex offense under Article 130 (sex offenses) or Article 230 (prostitution offenses)

Elevates unlawful surveillance to first degree (class D felony) when the intended victim is under 16 years of age

Makes technical language changes throughout to use gender-neutral terminology, replacing "he or she" with "such person"

Takes effect 90 days after becoming law
