Establishes a new Marine and Coastal Debris Prevention and Mitigation program within the Environmental Conservation Law to protect and restore New York's marine and coastal waters

Defines "marine and coastal debris" as any manufactured solid material disposed of or abandoned in coastal waters, and "ghost gear" as lost or abandoned fishing equipment including nets, lines, and traps

Requires the Department of Environmental Conservation to prepare and annually update a marine debris action plan in consultation with stakeholders including local governments, fishing license holders, and environmental organizations

Mandates the department provide information on reporting ghost gear locations when issuing commercial fishing licenses, in saltwater fishing guides, on its website, and through mobile applications

Authorizes grants to eligible nonprofit organizations for pilot projects involving ghost gear removal and recycling, monofilament fishing line recycling, and beach debris cleanup, subject to available funding

Initial marine debris action plan must be issued within 15 months of the act becoming law
