Requires municipal broadband companies to prioritize contractors that maintain high workplace safety standards, worker training and certification, and compliance with OSHA, Fair Labor Standards Act, Title VII, and New York State labor laws

Mandates contractors submit workforce plans detailing employment structure, workforce size, local hiring efforts, and safety training, which must be published publicly on the company's website

Subjects municipal fiber optic network construction to prevailing wage requirements under Article 8 of the Labor Law
