Provides grants on a competitive basis through a request for proposal process to farmers converting land from raising livestock or growing animal feed to plant-based agriculture

Requires grant applicants to submit transition plans including current crop descriptions, land to be transitioned, projected timeline, and demonstration of adherence to department-developed best practices

Mandates the department develop best practices for transitioning land and provide technical assistance including expert consultation from agricultural scientists, climatologists, horticulturists, and agronomists

Grant recipients must submit reports demonstrating their progress in transitioning to plant-based agriculture, prepared in consultation with technical assistance providers
