Expands public education requirements to include collaboration between manufacturers and collection site operators, with outreach options including websites, toll-free numbers, advertisements, press releases, and post-purchase electronic notifications to consumers

Makes manufacturers responsible for all costs of collection, transportation, and recycling of covered electronic equipment, prohibiting charges to consumers, municipalities, or collection sites (with exceptions for business consumers and premium services)

Allows electronic waste collection sites, consolidation facilities, or recycling facilities to request department investigation if manufacturers fail to cover required costs, with the department authorized to order payment upon finding of non-compliance
