Establishes annual reporting requirements for regulated data centers on energy efficiency efforts, water usage, fossil fuel consumption, and environmental protection measures, with fines up to $10,000 for noncompliance plus $10,000 per day for continued violations

Prohibits economic incentives or discounts in power purchase agreements for fossil fuel-generated energy to regulated data centers, and requires renewable energy to power one-third of data center energy by 2030, two-thirds by 2035, and 100% by 2040

Directs the Public Service Commission to establish a surcharge on regulated data centers to cover grid infrastructure upgrade costs, with proceeds directed to energy affordability programs for low-income utility customers
