Creates a private civil cause of action allowing any New York resident or visitor to sue individuals who manufacture, distribute, transport, import, sell, or lend machine-guns, assault weapons, disguised guns, ghost guns, or unfinished frames/receivers

Enforcement is exclusively through private lawsuits rather than government action; state and local officials are prohibited from enforcing violations or intervening in cases brought under this article

Prevailing plaintiffs receive statutory damages of at least $10,000 per weapon involved, plus injunctive relief and attorney's fees; defendants cannot recover attorney's fees even if they win

Exempts law enforcement agencies, military forces, licensed gunsmiths performing repairs, estate administrators, and federally licensed firearms manufacturers/importers (with restrictions)

Establishes fee-shifting provisions requiring anyone who unsuccessfully challenges any New York firearm regulation in court to pay the prevailing party's attorney's fees and costs
