Requires environmental assessment statements to include measurement and analysis of all climate change impacts, including surface air temperature changes, atmospheric chemistry changes, extreme precipitation changes, drought risk changes, and sea level changes

Mandates calculation of carbon footprint per person per building block both before a proposed action and at conclusion of a reasonable worst case development scenario

Establishes a 100-year worst case development scenario period for assessing potential flooding risks and environmental impacts for any new building in a proposed action

Requires the DEC commissioner to update state environmental quality review rules and regulations at least once every five years to incorporate changes from the Intergovernmental Panel on Climate Change and New York City Panel on Climate Change reports

Takes effect 90 days after becoming law, with authority for immediate rulemaking to implement the requirements
