Authorizes the city of Batavia in Genesee County to discontinue approximately 1.580 acres of parkland and sell it at fair market value for municipal parking and preservation of the historic Brisbane mansion for residential or hotel use

Requires the city to dedicate an amount equal to or greater than the fair market value of the alienated parklands toward acquiring new parklands and/or capital improvements to existing park and recreational facilities

Parkland is located near East Main Street, West Main Street, and Jefferson Avenue, adjacent to the U.S. Post Office property in Batavia

Prohibits alienation until the city complies with any federal requirements if the parkland received federal funding, including satisfying the Secretary of the Interior that substitute lands are equivalent in fair market value and usefulness
