Establishes the "independent senior housing resident freedom of choice act" allowing residents to obtain personal care or home care services from any licensed home care agency, certified home health agency, long term home health care program, or PACE program of their choosing

Permits licensed home care agencies to offer and provide services to independent senior housing residents just as they would to any person living in their own home or apartment

Allows residents to obtain technologies that assist in maintaining independence and to choose their own case management services

Clarifies that independent senior housing operators may offer room, board, laundry, housekeeping, transportation, security, and concierge-like services without triggering additional regulatory requirements

Prohibits independent senior housing operators and staff from limiting residents' care provider options or inducing residents to use specific providers when the operator, staff, or their families receive any benefit from directing residents to that provider
