Authorizes the Commissioner of Corrections to transfer pregnant incarcerated individuals and those who gave birth within 8 months of commitment to residential treatment facilities for the duration of pregnancy and up to one year postpartum

Permits transferred individuals to participate in prenatal/postnatal care, parent-child bonding programs, evidence-based parenting skills training, paid employment, job seeking, vocational training, education, and mental health or chemical dependency treatment

Requires the Commissioner to develop policies, criteria, and regulations for implementation based on public safety and accepted correctional practices

Mandates annual reporting by April 1st to legislative leaders on the number of individuals transferred under this program and the duration of their transfers for the prior calendar year

Amends existing residential treatment facility eligibility criteria to explicitly include pregnant and postpartum incarcerated individuals alongside those nearing community supervision eligibility
