Expands New York's sex trafficking law to include victims who are mentally disabled or mentally incapacitated, in addition to children under 18

Creates offense when any person intentionally advances or profits from prostitution of someone who is mentally disabled or mentally incapacitated, regardless of the trafficker's age

Maintains existing provision requiring trafficker to be 21 or older when the victim is a child under 18

Classifies sex trafficking of a child, mentally disabled person, or mentally incapacitated person as a class B felony

Defines "mentally disabled" and "mentally incapacitated" by reference to existing definitions in Penal Law section 130.00 (sex offenses article)

Takes effect 90 days after becoming law
