Establishes the Office for an Age-Friendly New York within the executive department, headed by a governor-appointed director with a salary fixed by the governor

Defines "older New Yorkers" as residents over age 50 and requires the director to coordinate with the State Office for the Aging on implementing the Older Americans Act

Directs the office to work with state agencies on developing age-friendly policies including walkable streets, accessible housing, transportation, employment options, social inclusion, and access to key services

Requires the director to review proposed legislation and regulations for their impact on older New Yorkers and submit comments evaluating effects on existing programs

Mandates all state agencies submit written plans to the director every two years describing their age-friendly efforts and plans to expand such services, beginning two years after the act takes effect
