Prohibits state and local agencies from issuing, renewing, or approving permits for marine solid waste transfer stations in cities with populations of one million or more (New York City)

Bans expansion, construction, relocation, reactivation, or operation of such facilities within 800 feet of public housing projects

Applies to any facility where any part would be located within the 800-foot buffer zone from public housing

Takes effect immediately upon passage
