Prohibits law enforcement agencies and officers from obtaining, retaining, possessing, accessing, selling, or using cell-site simulators (devices that mimic cell towers to identify, locate, or intercept cellular transmissions)

Bans law enforcement from entering agreements with third parties, including private or government entities, to access cell-site simulator technology or information derived from it

Requires suppression of any information obtained in violation of this law, making it inadmissible in any New York adjudicative proceeding except to prove a violation of the law itself

Allows individuals subjected to prohibited surveillance to sue for injunctive relief and recover either actual damages or $5,000 per violation, whichever is greater, plus punitive damages for patterns of willful violations

Awards costs and reasonable attorney's fees to prevailing plaintiffs, and permits affected individuals to bring claims separately or as a class action
