Allows adoptees, birth parents, and biological siblings to pre-authorize the release of their identifying information through the New York adoption registry using a designated form, rather than only providing consent after a match is found

Requires the Commissioner of Health to create rules and regulations establishing a pre-authorization form for registrants who wish to consent in advance to the release of identifying information

Identifying information released remains limited to names and addresses of consenting registrants and does not include other adoption or birth record details

Takes effect 30 days after becoming law, with immediate authorization for the Department of Health to begin developing necessary rules and regulations
