Requires the New York Division of Criminal Justice Services to report use-of-force incidents by police and peace officers to the FBI's national use-of-force data collection program

Covers specific force types including: firearm discharge, rubber bullets, chokeholds, chemical agents (pepper spray, tear gas), impact weapons (batons), and electronic control weapons (stun guns, flash bombs, acoustic devices)

Mandates reporting when officer conduct results in death or serious bodily injury, defined as injury involving substantial risk of death, unconsciousness, protracted disfigurement, or loss of bodily function

Reports must include detailed incident circumstances and demographic information (age, race, sex, sexual orientation, gender identity, ethnicity) of officers using force and individuals injured

Police departments, sheriff's offices, or state police that fail to report will have 10% of state funding withheld until the required report is submitted
