Prohibits the knowing breeding, sale, purchase, import, export, distribution, transport, or trade of red-eared slider turtles (trachemys scripta elegans) in New York

Exempts accredited zoos, aquariums, wildlife sanctuaries, licensed research facilities, veterinarians, humane societies, animal shelters, universities, state agencies, and licensed wildlife rehabilitators

Exempts individuals transporting turtles to authorized facilities and nature centers engaged in environmental education and research

Identifies red-eared sliders as one of the world's 100 most invasive species according to the International Union for Conservation of Nature, now invasive on every continent except Antarctica due to the pet trade

Takes effect 60 days after becoming law and authorizes the Department of Environmental Conservation to adopt implementing regulations
