This benefit differs from other groups who receive free licenses outright (such as tribal members, active military, and blind residents), as volunteers would pay for licenses upfront and receive a tax credit reimbursement

The bill also updates gendered language in the existing statute, changing "his or her" to "their" when describing visual acuity standards for blind residents
