Requires the New York City Health and Hospitals Corporation (HHC) to follow the city's Uniform Land Use Review Procedure (ULURP) when selling, leasing, or transferring any health facility or real property

Removes the previous requirement that HHC only needed to hold a public hearing with 20 days notice and obtain Board of Estimate consent before disposing of property

Applies the ULURP requirement to all dispositions of land or buildings by the corporation, regardless of any other conflicting laws, rules, or regulations

Takes effect 180 days after becoming law
