Expands eligibility for New York state financial aid to include students who received a high school diploma from an accredited online high school program located within the United States

Requires SUNY to establish admission eligibility regulations for students from online high school programs that have over 10,000 students complete the program annually nationwide and meet federal accreditation standards

Mandates community college boards of trustees, including those in New York City, to adopt admission policies for students from qualifying online high school programs

Requires the CUNY board of trustees to establish admission standards for students from accredited online high school programs

Online programs must be accredited in accordance with the Job Corps Policy and Requirements Handbook guidelines for high school diploma programs

Takes effect 90 days after becoming law, with immediate authority to create necessary rules and regulations for implementation
