Adds a $5 "animal offenses assistance fee" to all criminal convictions, including felonies, misdemeanors, and violations, in addition to existing mandatory surcharges and crime victim assistance fees

Establishes the "Animal Offenses Assistance Fund" under the custody of the state comptroller and commissioner of taxation and finance to collect these fees

Fund moneys will support animal shelters for costs of caring for animals seized or surrendered due to abuse or other animal-related offenses under the penal law or agriculture and markets law

The Commissioner of Agriculture and Markets will award funds to shelters through an application process demonstrating need for food, shelter, and veterinary care for abused and neglected animals

Defines "animal shelter" as public or not-for-profit entities providing temporary or permanent housing for stray, abandoned, abused, seized, or surrendered animals, excluding boarding kennels, pet dealers, veterinary hospitals, and wildlife facilities
