Requires SUNY and CUNY trustees to submit annual reports by November 1st each year from their research foundations and campus foundations (including subsidiaries) in a standardized format developed by each chancellor

Mandates public posting of reports on university websites in machine-readable format, including audited financial statements following generally accepted accounting principles and any long-term liabilities

Requires disclosure of all contracts with amounts, purposes, and vendor information, plus employee listings by campus, department, and job location with salaries, compensation, job titles, descriptions, and benefits

Exempts from disclosure: information protected by state/federal statute, personal privacy concerns, trade secrets, records that would impair contract negotiations or competitive positions, and certain academic research or intellectual property records

Protects donor privacy but requires disclosure of donor names and amounts if the donor or related entity transacts business with the receiving institution within three years of the donation
