Creates new crime of "concealment of identity during a protest" for wearing a mask or facial covering that disguises one's identity during any lawful assembly, unlawful assembly, protest, or riot

Classifies the offense as a violation (non-criminal offense punishable by up to 15 days in jail and/or fine)

Exempts masks worn for weather protection, religious head coverings or veils, medical purposes, or costumes in public parades, holidays, or educational/religious/historical exhibitions
