Doubles the maximum prison sentence for aggravated cruelty to animals from 2 years to 4 years when the offense occurs during an incident of domestic violence

Defines "during an incident of domestic violence" broadly to include the period of tension or stress leading up to the act, the act itself, and the period following the domestic violence

Uses the Social Services Law Section 481-c definition of domestic violence to determine qualifying incidents

Takes effect 180 days after becoming law
