Implements a constitutional amendment allowing up to 322.26 acres of the 1,039.2-acre Mount Van Hoevenberg Olympic Sports Complex in North Elba, Essex County to be used for Nordic skiing and biathlon trails and related facilities on forest preserve land

Requires the state to acquire at least 2,500 acres of forest land in the Adirondack Park as an offset for using forest preserve lands for the sports complex, subject to legislative approval with metes and bounds descriptions

Defines permitted "appurtenances" as facilities directly related to Nordic skiing and biathlon operations, including access roads, parking, day lodges, snowmaking, 5 kilometers of paved training trails, and an open-air stadium

Explicitly excludes zip lines, hotels, condominiums, swimming pools, ATVs, tennis courts, and any commercial sales structures at or above 2,200 feet elevation from permitted development

Requires all development to conform to the Adirondack Park State Land Master Plan and be authorized by a unit management plan under Executive Law section 816
