Directs the Department of Environmental Conservation to create a state-owned property remediation program within the existing brownfields cleanup framework for contaminated state properties

Eligible properties must be owned by the state or any state department/agency, including properties that have been disposed of by the state

Covers properties contaminated by stored materials, electrical appurtenances, asbestos, lead, polychlorinated biphenyls (PCBs), or other defined contaminants in structures

Requires cleanup to achieve unrestricted use levels without long-term institutional or engineering controls

Properties completing remediation receive a certificate of completion and become eligible for tax credits under Section 21 of the tax law; takes effect 120 days after enactment
