Adds hate crimes (as defined in article 485 of the penal law) to the list of qualifying offenses for which a court may set bail

Amends three sections of the criminal procedure law (510.10, 530.20, and 530.40) to include hate crimes as bail-eligible offenses alongside existing qualifying crimes

Currently, bail-eligible offenses include certain felonies, class A misdemeanors involving harm to persons or property, weapon possession charges, and firearm sales to minors

Updates gendered language throughout the amended sections from "his or her" to "their"

Takes effect immediately upon passage
