Establishes the "Responsible AI Safety and Education (RAISE) Act" requiring developers of AI frontier models to implement written safety and security protocols before deployment

Defines "frontier model" as AI trained using more than 10²⁶ computational operations with compute costs exceeding $100 million, and "large developer" as entities spending over $100 million in aggregate on training such models

Requires large developers to undergo annual third-party audits, publish safety protocols (with appropriate redactions), and report safety incidents to the Division of Homeland Security and Emergency Services within 72 hours

Prohibits retaliation against employees who report concerns about unreasonable risks of "critical harm," defined as death or serious injury to 100+ people or $1 billion+ in damages from weapons creation or autonomous criminal conduct

Authorizes the Attorney General to impose civil penalties up to $10 million for first violations and $30 million for subsequent violations, with contract provisions attempting to waive liability deemed void as public policy
