Requires providers of AI systems that generate synthetic content (deepfakes, AI-generated images, videos, audio) to embed provenance data identifying the content as AI-created, including the provider's name, creation date, and which portions were AI-generated

Prohibits hosting platforms from making available AI content creation systems that don't apply provenance data, and bars them from deliberately preventing providers from adding such data

Requires social media platforms to preserve provenance data attached to user-uploaded content and prohibits deleting or degrading this metadata unless the content itself is removed

Mandates New York state agencies to include provenance data on all audio, images, and videos they publish or distribute electronically, identifying the creation device and any AI involvement

Authorizes the Attorney General to seek injunctions and impose civil penalties of up to $25,000 per violation, with the act taking effect 180 days after becoming law
