Requires the Department of Health to notify the Governor, State Comptroller, Attorney General, Justice Center for the Protection of People with Special Needs, and local state legislators when revoking, suspending, or limiting an adult care facility's operating certificate

Mandates copies of all written materials including hearing notices and charges be delivered to county executive officers and local legislative body presiding officers, plus community boards in cities with populations over one million

Exempts these written materials from public disclosure under the Freedom of Information Law (FOIL), except for specific information posted during the 30-day period before hearings

Requires the department to post on its website a summary of facility violations, an explanation of who will be impacted by closure, and the operator's plan for continued resident care during the 30 days before the hearing

Takes effect on the first of April following enactment and applies to all adult care facility closures occurring or pending on or after that date
