Eliminates the statute of limitations entirely for civil lawsuits involving sexual offenses, sex trafficking, incest, or use in sexual performances committed against victims under age 18, allowing such claims to be filed "at any time" rather than the previous deadline of age 55

Adds sex trafficking (section 230.34) and sex trafficking of a child (section 230.34-a) to the list of offenses covered under the extended civil action provisions

Revives previously time-barred child sexual abuse claims, allowing victims whose cases were dismissed due to expired limitations periods or failure to file notice of claim to now bring suit at any time

Maintains existing affirmative defenses available under penal law sections 130.30 and former section 130.45 for applicable cases

Preserves the provision that no criminal charge or conviction is required as a condition for bringing a civil lawsuit or obtaining a civil judgment
