Creates an 11-member temporary state commission to study asthma incidence in Brooklyn, with particular emphasis on youth in communities where unemployment exceeds 125% of the statewide level

Governor appoints 5 members (including one from Department of Health and one from Department of Environmental Conservation); legislative leaders appoint 6 members total

Nine of the 11 commission members must reside in a city with a population of one million or more

Commission must hold at least one public hearing per quarter and may meet within or outside the state

Final report with findings and recommendations due to the Governor, Senate Temporary President, and Assembly Speaker within one year of the act taking effect
