Designates the portion of Interstate 87 from the city of Yonkers in Westchester County north to where it crosses State Route 20 in the town of Guilderland, Albany County, as the "General Colin Powell Thruway"

Requires the Commissioner of Transportation to install and maintain adequate signage for the designated highway

Establishes the designation as ceremonial in nature only; the official highway name remains unchanged to avoid confusion and disruption of commerce

Takes effect immediately upon passage
