Amends New York Criminal Procedure Law to make any misdemeanor or felony offense bail-eligible when there is reasonable cause to believe the defendant is associated with a criminal street gang or criminal enterprise

Defines "criminal street gang" by reference to section 10-170 of the New York City Administrative Code and "criminal enterprise" by reference to section 460.10 of the Penal Law

Requires prosecutors to demonstrate reasonable cause that the offense is connected to criminal street gang or criminal enterprise activity for bail eligibility to apply

Modifies three sections of the Criminal Procedure Law (510.10, 530.20, and 530.40) to add gang/enterprise association as a new category of bail-qualifying offenses

Takes effect immediately upon enactment
