Creates the crime of tampering with electronic monitoring equipment in the second degree (class A misdemeanor) for anyone who tampers with, damages, or alters electronic monitoring equipment to interfere with signal transmission without authorization

Establishes tampering with electronic monitoring equipment in the first degree (class E felony) when a person commits the second degree offense while also committing a class A or class B felony

Requires courts to impose consecutive sentences for first degree tampering convictions, meaning the sentence must run in addition to any sentence for the associated class A or B felony

Defines "electronic monitoring equipment" as instruments or devices used under subdivision four of section 65.10 of the penal law (conditions of probation and conditional discharge)

Takes effect on the first of November following enactment
