Creates two new crimes for threatening mass violence against schools, colleges, places of worship, gatherings of 25+ people, or businesses, communicated in writing, verbally, or through any other means

Second degree offense applies to minors under 18 and to persons 18-20 threatening their own school, carrying a $35,000 fine and mandatory detention of 10 days for minors or 100 days for those over 18 in specialized facilities

First degree offense applies to adults making mass violence threats, classified as a class D felony with a $35,000 fine and minimum 3-year sentence

Increases the maximum fine for felony offenses generally from $5,000 to $35,000

Takes effect November 1, 2025
