Grants Duane A. Palma, a deputy sheriff with Monroe County Sheriff's Office, full retirement credit under the optional 20-year retirement plan (RSSL §552 and §553) for his service as a correction officer beginning February 22, 1999

Requires Monroe County to elect to assume the additional costs within one year by filing a resolution with the state comptroller, along with certification that the member did not bar himself from participation due to his own negligence

Palma must file a request with the state comptroller within 18 months of the act's effective date to be covered under the 20-year plan

Monroe County bears all employer past service costs, estimated at approximately $160,000 as a one-time payment, or $35,900 annually if amortized over five years

Will not increase Monroe County's future annual retirement contributions beyond the past service cost
