Upgrades criminal classifications for weapon possession offenses: fourth degree weapon possession from class A misdemeanor to class E felony; weapon possession on school grounds from class E to class D felony; firearm possession from class E to class D felony; third degree weapon possession from class D to class C felony; second degree from class C to class B felony; first degree from class B to class A-I felony

Creates new crime of "criminal solicitation of a minor in a violent felony" as a class B felony, applying to adults over 18 who solicit persons under 18 to commit violent felonies

Authorizes police to release names and booking photographs of youth charged with violent felonies or firearm-related offenses under Article 265 of the penal law, and repeals restrictions on disclosure of law enforcement arrest or booking photographs

Requires courts to share juvenile delinquency and youthful offender adjudication records with schools, including petitions, disposition orders, and probation reports, for safety planning purposes; allows law enforcement access to youthful offender records for investigating subsequent crimes

Mandates detention of adolescent offenders arraigned on felony complaints involving illegal firearm use or possession when release would pose a community safety threat, considering factors such as criminal history, violent behavior history, and gang affiliations
