Amends the criminal procedure law to treat cases adjourned in contemplation of dismissal (ACD) as "terminated in the defendant's favor" for employment discrimination purposes under Executive Law section 296(16)

Provides employment protection immediately upon granting of an ACD order, rather than requiring defendants to wait until the case is formally dismissed

Updates gendered language in existing statutes from "he/his" to "such defendant/their"

Preserves any existing rights employees, licensees, or applicants may already have under current ACD provisions

Takes effect 90 days after becoming law, with immediate authorization for agencies to prepare implementing regulations
