Increases the Phase 3 funding cap for the Rochester School Facilities Modernization Program from $475 million to $600 million, an increase of $125 million

Extends the deadline for the Rochester Joint Schools Construction Board (RJSCB) to complete Phase 3 projects and issue its final report from June 30, 2031 to June 30, 2033

Maintains the existing project authorization structure: 13 projects in Phase 1 ($325 million), 26 projects in Phase 2 ($435 million), and 12 projects in Phase 3 (now $600 million)

Debt service payments on bonds issued for Phase 3 projects up to the new $600 million cap will not count toward the "city amount" required under education law funding calculations

Changes cost review language from "total estimated building aid payable" to "estimated aidable project costs" for Phase 3 project evaluations at various completion milestones
