Prohibits use of lethal force to detain fleeing felons except when the person offers armed resistance posing an immediate threat to life and less extreme measures would fail

Mandates a three-tier investigation system for use of force incidents: internal agency investigation with disciplinary sanctions, external community oversight body review with termination authority, and state attorney general investigation when lethal force is deemed improper

Requires data collection and public reporting on all police use of lethal force incidents, upstream preventative measures to reduce police contact in situations prone to excessive force, and community oversight review of any changes to use of force policies
