Amends the elder law to require annual state reimbursement for approved community service projects to be proportional to each county's share of elderly persons living in the state

Establishes that the state reimbursement rate must be no less than 75% of total annual expenditures for approved programs (previously was exactly 75%)

Maintains existing reimbursement caps of $33,600 or $4.20 per elderly person residing in the county, whichever is greater

Takes effect on the first of April following enactment
