Requires boards of elections to automatically send absentee ballot applications to all voters who filed an absentee ballot application for the previous election of the same type (village, primary, special, or general election)

Establishes a permanent absentee ballot application list for voters who wish to receive applications before every election

Allows voters to join the permanent list at any time by submitting an application electronically or by mail to their board of elections

Permits voters to remove themselves from the permanent list at any time through written, electronic, or mail request

The permanent list provision (section two) takes effect only if a concurrent resolution passes amending the state constitution to authorize ballot-by-mail voting
