Allows parents or guardians of severely disabled persons to obtain distinctive "disabled person passenger plates" for vehicles used to transport individuals with disabilities, including vans and pick-up trucks not used for commercial purposes

Permits issuance of disabled plates for multiple vehicles if a parent or guardian owns more than one vehicle used for transporting persons with disabilities

Requires proof of parenthood or guardianship through documents such as birth certificates, adoption decrees, custody agreements, or guardianship orders under relevant surrogate court or mental hygiene law provisions

Requires medical certification of the disability from a physician, physician assistant, nurse practitioner, podiatrist, or optometrist as authorized by law

Takes effect 120 days after becoming law
