Exempts the Caughdenoy Volunteer Fire Department, Inc. in the town of Central Square, Oswego county from the 45% cap on non-resident members that applies to volunteer fire departments in New York

Adds Caughdenoy to an existing list of approximately 18 other volunteer fire departments across the state that have already received this exemption, including departments in Orange, Broome, Erie, Onondaga, and other counties

Amends Section 1402 of the Not-for-Profit Corporation Law to include the Caughdenoy department among those exempt from the residency requirement limitation

Makes gender-neutral language updates throughout the statute, replacing "he or she" and "his or her" with "such member" or "such person"
