Repeals existing subparagraphs (iii) and (iv) of criminal procedure law section 220.10(5)(d) relating to plea bargaining restrictions

Requires that any plea to an indictment charging second degree assault under Penal Law 120.05(10) must include a guilty plea to that specific charge, eliminating plea bargaining for this offense

Expands the definition of "dangerous instrument" in Penal Law 10.00(13) to explicitly include umbrellas customarily used to shield individuals from weather conditions

Takes effect on the first of November following enactment
