Requires cities with a population of one million or more (New York City) to mail notice of wetland development permit applications to all landowners within 1,000 feet of the proposed activity

Mandates public hearings on wetland permit applications between 30 and 60 days after receipt, unless no objections are filed or the activity is deemed too minor to affect wetland systems

Increases the required notice period for public hearings from 15 days to 21 days prior to the hearing date

Requires applicants to publish notice of completed applications in newspapers of general circulation in the affected area

Applies to both tidal wetlands and freshwater wetlands, with applications and related documents to be available for public inspection at the county clerk's office
