Expands the definition of "second felony offender" to include prior felony convictions under the Vehicle and Traffic Law, not just the Penal Law

Broadens the definition of "drug" for impaired driving purposes from a specific list of controlled substances to "any drug or impairing substance"

Requires courts to suspend a driver's license pending prosecution for anyone charged with driving while ability impaired by drugs at the time of arrest

Exempts vehicular manslaughter (first and second degree), aggravated vehicular homicide, and vehicular assault charges from speedy trial time limits that currently apply to other offenses

Allows fingerprinting for misdemeanors under the Vehicle and Traffic Law, in addition to those already permitted under the Penal Law
